[Boatanchors] What is "QRA"?

Maritime and Navy stations used to run their "ID wheels" on the assigned
frequency even though they weren't listening or using that channel for answering
calls from other ships.  It was indeed "just to keep them occupied".  In later
years stations like KFS, WCC, etc with high traffic activity stopped running
the wheel unless the channel was in actual use.  Cuba is one of the few coast
stations still "active?" on the maritime band.  I'll bet they get little actual
traffic!  Just about all the maritime SSB stuff has dried up as well due to
high usage of the INMARSAT satellite system.  "Ditto" VHF maritime that has
been taken over by cellphone sites for duplex coastal "public correspondence"
channels.
