The shiney mark is metallic residue. I've had good luck cleaning ceramics with
acid and a water rinse. You can get Hydrochloric Acid at hardware stores in
small bottles.
IT IS VERY CORROSIVE AND MUST BE USED WITH GREAT CARE. WEAR GOGGLES AND
DISPOSABLE PLASTIC GLOVES.
It MUST be rinsed several times with clean... referably distilled... water or
you will leave a conductive track.. You may be able to apply the acid
selectively with a Q-Tip or small brush.
Paint will make matters much worse.
