I found the same thing today -- tried both IE and Netscape.
At one point, there was a message along the lines of "Maximum of 10
anonymous FTP logins .. etc. Try again in a few minutes."
Another thing that can happen -- depending on how you use the back button
and navigate around, the bama site can get the idea that you have more
than one current login. You will usually get a message to that effect or
it may just stall.
Yes, it's much more efficient and reliable to use an FTP program (like
WS-FTP). Downloads go faster and you can select a number of files within
a subdirectory/folder to download. That's particularly helpful with
those manuals that are in the form of separate files per page.
