Note, Glen makes it pretty clear it was his Novice TO GENERAL station. 
Yes, Xtal control was required for Novices in 1959. I am sure the VFO 
(and Screen Modulator) were used after receiving the General. So don't go 
turning him in to the FCC. I think the statute of limitations has passed, 
anyway.
