Joe - This is not all bad.
SR-400 used 6HF5s at 200+ Watts out.
I suspect the guy used that schematic for a cookie cutter?

However, to get any QRO benefit from the 6HF5s, the power
supply and control/bias circuits of the SR-150 need mods.

Suggest you find out what other mods, if any, the guy made
if you can. Otherwise, see if you can find other mods by
comparing the rig and power supply with the schematics.
In particular, concentrate on the control/bias circuit and
the 6HF5 screen circuit.
Let me know what you find...and we can take it from there.
