[Boatanchors] Loc-tite soaked set screws

I like that heat idea.
Another option:
There are several different Loctites. Formulated for specific applications.
Id start with basics such as acetone and lacquer thinner applied with a
Q-Tip or eyedropper. If they dont work then Xylene probably will.
All available in most hardware stores. Read the precautions first.
One of the above should at least soften the Loctite enough to break the
bond.
