It's 7,000 kcs. Sounds like it's a FT-243 crystal for a set like the
WWII BC-1335 FM low band VHF set, which came with a set of 120 crystals,
but could only be set for two selectable channels at any one time. The
channel number 323 would tell you the frequency of operation of the
associated radio with this crystal installed. Channel 323 in a BC-1335
would result in operation at 32.3 mcs (one-tenth the channel number).

IIRC, the BC-1335 channels were spaced at 100 kc intervals.
