I'm sure its just a cheap inverter.                           
These days it is easier to regulate freq and voltage          
electronically.  Something like make unregulated LV           
with something like an automotive alternator and              
then use a switching inverter to make  115V 50/ 60 Hz.              
Honda pioneered it... then the mainland chineese              
started making knockoffs and eliminated all the "extra"       
parts in the output filtering.                                
                                                              
I wouldn't be suprized  to open one up and find               
empty holes on  the PCB for those parts...
