I don't think it's GSM vs other.  IIRC, T-Mobile (a division of Deutch
Telecom) has invested in cell-sites in the tunnels, working with the MBTA.

If you have the same technology as T-Mobile (GSM/2.5G/3G/whatever), you might
be allowed to use the tunnel at Roaming rates ...
