[BARC-List] Remoting HF in car while at home?

I'm eager to get into HF [voice] operation, but I live in the city, in an
apartment where I cannot put anything outside the inner walls.
Putting an HF rig in the car with an antenna is a no-brainer, but I don't
spend most nights in the car.
My theoretical solution, and with help from the lists this can maybe be
workable, is to have a VHF or UHF radio, along with an HF radio, in the
car, and an remote V/UHF radio in-hand. There would be:
1) A remote method for fully controlling the HF rig via my handheld's DTMF
pad to the car's V/UHF rig, which is connected to the eventual HF rig to
be installed.
2) A way to remotely turn the radios, and the remote setup in the car
on/off from the HT.
3) Have the setup completely portable, so if I were to go on a trip, take
the stuff with me, put it in a rental car, and I could QSO practically
anywhere I wanted.
What are my options for at least #1 and #2?
