IMPORTANT MESSAGE TO BARC MEMBERS
At approximately 9:00am, Feb. 8, 2003 , a call will go out from MEMA
Headquarters signaling the start of the Winter Nor=B9easter SET. At this
time, both BERT and SATERN mobilization calls will go out on the Region On=
e
Sector 1A Primary Liaison Repeater 146.640. You should answer this callout
on the BARC club repeater 145.23 (PL 88.5 ) Remember to state =B3THIS IS A
DRILL=B2 at the start and end of your transmissions.
(note that Metro Boston may be directed to switch over to the BARC 145.23
(88.5) repeater early in the exercise to reduce traffic on 146.64.)
Since this is an EOC Exercise, with no callout for mobile activities,
portable relay stations, or field team deployments, we ask that all members
of BARC/BERT/SATERN check-in on the air to the EOC, stating that you have
been alerted to the callout, are a member of BERT or SATERN, and whether or
not you will be assembling at the EOC, or available at home for relays
addressed to the SATERN / BERT EOC from other EOC=B9s.
An important part of this exercise is having EOC=B9s attempt to contact each
other, and during that time when the repeaters =B3 go down=B2, and we are force=
d
to use Simplex, those BERT /SATERN home stations will be needed to relay
traffic and contacts from area EOC=B9s outside of Metro Boston.
Those members who have the time, are invited to =B3play=B2 a simulated role as
shelter location responders. You could be asked to =B3simulate=B2 going to a
designated shelter location, determine the number of people in the shelter
and its needs, ( medical, food, water, beds, blankets; etc..) and report
this information back to the SATERN / BERT EOC ). Those stations
participating either as =B3home relays=B2 or =B3shelter responders=B2 will be
assigned a tactical identification ID for use in this drill. That ID must b=
e
used in place of your call when contacting the EOC. Give your call at the
end of the transmission.

The EOC would attempt to contact Gloucester on 6 meters and if successful,
notify you of that, if not, they would ask you to take the traffic and then
relay it back to the SATERN Boston EOC, and standby for Return traffic to
Gloucester, if required. Be prepared to take messages in NTS format.
At NO time will you address traffic to MEMA, or any station other than the
BERT/SATERN EOC. All relay or simulated shelter traffic will be on 145.23
or 447.175 club repeaters, or simplex with PL's using those frequencies.
Remember, all transmissions must be preceded and followed by the phrase =B3

This will be the first time the new SATERN EOC will be activated and
construction is not yet complete and space limited, so we ask that visits b=
e
limited to only BERT and SATERN members, however, no BARC members will be
turned away. You can always record traffic, or relieve others at radio
stations.

EMa Section - Winter Emergency Communications SET
=B3The scenario will consist of a late winter Nor=B9easter raging in the area,
with all the attendant problems that occur in a storm of such magnitude.
The =B3in-disaster=B2 phrase is already underway when the exercise begins.
Players will find that the communications infrastructure has been severely
disrupted and RACES /ARES are being asked to assist with Public
Safety/Emergency Management Communications. SIM-EOC=B9s will be sending
various information, reporting, and agency messages in both tactical and NT=
S
formats between themselves, within and outside their districts. Later, the
exercise will =B3fast forward=B2 to the =B3post-disaster=B2 phrase where =B3officials=
=B2
of public service (a.k.a. served agencies) will request services, and need
for hams to pass traffic between the SIM-EOC=B9s and/or simulated shelter
locations. =20
Please note, that this is not a SkyWarn exercise. SkyWarn personnel are
welcome to play, but should do so as ARES/RACES and/or EMCOMM players.=B2
A copy of the SATERN / BERT frequency plan will be forwarded prior to the
drill after approval by Mike Neilsen, w1mpn.
