I guess you've never spent much time away from the coast. No
government official confirms anything. The fact that you're a ham
radio operator, proven by state-issued ham plates which have amateur
licensing as a requirement confirms that you're involved in emergency
communications. Its what hams do.

No, you are not involved in emergency communications until there's an
emergency, and you're communicating. I'm sure that here in The
People's Republick one is expected to be a member of a special
interest group that's part of another special interest group, but to
suggest that one must belong to one of these groups to be qualified
to run a radio in an emergency is preposterous.
