 Funny, my posting from a few days ago miraculously re-appeared again from
the list...

 They used to tell me that the ham plates did the same thing here.  Until I
found that wasn't true. Police and other officials typically do let people
with credentials from Emergency response organizations pass to certain
otherwise off-limits areas. What government official in Indiana confirms
that hams are actually involved in emergency communications? Are you
suggesting that ALL amateur radio plates and operators in Indiana are
allowed to pass roadblocks? I would doubt that in today's current climate.
But you've been there. I haven't.

Let me bottom line this: You are not involved in emergency communications
until some agency has enrolled you as such. At that time you support that
agency's emergency communications needs. We can be talking about  an ARES
Group, a local, state or federal agency, or a private agency like Red Cross
or Salvation Army. These organizations use other forms of identification to
request entry into areas off limits to the general public.

If you have to transmit on amateur frequencies it does [loosely,  I
know]. Ulterior motives aside, in some states, Indiana for instance,
your amateur plate tells police you're an authorized emergency
communicator and they don't interfere with you at roadblocks,
emergency scenes, etc.
