Arizona close to launching 'Amber Alert'

Gov. Jane Hull today is expected to announce that the state is ready to
implement an "Amber Alert" system to publicize any child abduction in
Arizona. 
"We've seen Amber Alert systems in other states and they've saved children's
lives," Hull spokeswoman Francie Noyes said. 
Amber Alert systems are in effect on either the state or local level in 41
locations. They are named for a 9-year-old child abducted and murdered in
1996 near Arlington, Texas. 
Bob White, a retired Phoenix police missing-persons bureau sergeant, said
deciding the criteria for broadcasting an apparent abduction was one reason
it took more than a year to develop the system. He served on the committee
that for the past 18 months planned Arizona's alert system. 
The committee included broadcasting and police representatives. 
The criteria for activating Amber Alert will include belief that the victim
is in imminent danger of bodily harm or death and is 17 or younger, and the
availability of information on the suspect or the suspect's vehicle. 
"We want as many specifics as possible," White said. "If we have good
information, and get it out to the public, we know we can find an abductor."

On Aug. 1, two California girls who had been abducted were rescued and their
abductor shot to death after that state's Amber Alert system brought the
suspect's car to the attention of authorities. 
White said that when an abduction is reported, local radio and television
stations will be informed of the circumstances and will report information
every quarter-hour for the first two hours and every 30 minutes for the next
three hours. After that, the situation will be evaluated and more reports
may be made, he said. 
The state's alert system will be initiated from Department of Public Safety
headquarters in Phoenix. A DPS spokesman said that state highway electronic
message signs also will display information on an abduction.
