Requiring a permit is not unreasonable, provided it isn't cost prohibitive.
IE, $50 for a building permit is reasonable, $500 is not.  50' is not
reasonable, though - most RF types would tell you 65' is a good height for a
tri-bander, and that's only 1/2 wavelength on 40m, so is bare minimum for a
40m beam or dipole.

I'm still reading the details.

They have made some very significant changes, but I still do not believe
that it provides an "accommodation" for us and just saying it in the
ordinance does not accomplish this.  All structures still have to have a
permit and this, in my opinion, provides NO accommodation for us.  I'm sure 
they are going to pass it this time.   Will be anxious to see what Newington

has to say about it.
