If you read all the puff and PR that the guy who came up with this latest 
version of the idea has put out, he IS trying to shanghai amateur radio into 
the mix.  Everything he has put out says that amateur radio operators will 
do the monitoring of FRS.  That's the issue, not how you get along in Mayes 
County, nor any specious arguments about "don't feel obligated to take care 
of yourself and your family.  Just know that help may be delayed, during a 
disaster.".  (Which is a cheap shot, at best.)

As to how it works in Payne County, by the time we supply hams to the 
various EOCs, Red Cross, and the Salvation Army, we'll be scrambling to come 
up with enough people to go around.  FRS can best be left to those with more 
time on their hands, such as unlicensed volunteers.
