Joe,
Unless something has changed that I haven't heard of lately it's definitely 
against FCC regulations to modify a 2-meter radio to transmit out of it's 
intended band and being a VE I can tell you most definitely that no one that 
is not a licensed amateur can transmit on the ham frequencies unless it is a 
life or death emergency.
