What you have been told is true. I would take exception that local
jurisdictions DO have the authority to call their program Radio Amateur
Civil Emergency Service (http://www.races.net), if they so desire.
Realizing that the program may be old and useless to some, searching the
Federal Emergency Management Agency (http://www.fema.gov) and the Federal
Communications Commission (http://www.fema.gov) you will still find
reference to it. There is NO reference at the Federal level that it has
gone away (as far as I know).
Therefore, if you are an amateur radio operator living close to Mayes
County and wish to join, please complete the document at
http://lloyd.colston.com/application.htm and fax it to me. After a
background check, if approved, you will receive instruction on
credentials.
I am also sure that you would be welcome in the Amateur Radio Emergency
Service. Contact your local emergency coordinator with the American
Radio Relay League for more information.

Affiliate Radio System (http://www.navymars.org) may be of interest to
you.
