[ARRL-OK] BPL gains supporter

After finally getting into this Reading this report, where do you infer that
Cingular endorses BPL?
All I see is a request from the FCC asking Cingular to llok at the affect it
might have.
Cingular only states that existing licenses should be protected and that no
studies have been provided!
How is that any type of endorsement?
