If I recall NS is only needed for ULS applications.  I've never had a
problem with another browser on any other part of the FCC Web site.

BTW, I copied and pasted the URL into Mozilla 1.4 running on Debian
GNU/Linux on my laptop and it brought the PDF right up.  Sounds like a
config problem, Mac.  ;-)
