That may explain it.  I don't have Netscape, just Microsoft Explorer which
is what  MY  federal government agency uses for everything.

You might want to keep in mind the fact that the FCC uses some
special features built into Netscape Navigator and that web browser
may be needed to get into some areas of the FCC.

If a person wants to renew a commercial license, using Netscape
is the only way that it can be done.  The FCC prefers the use of
version 4.7 or 4.8 Navigator
