Michael,

I had a similar experience with my 509.  A couple of years ago it came out of
storage and the PTO was really sluggish.  I let a little Mobil synthetic motor
oil seep into the gap between the concentric shaft parts and let it soak with
the radio sitting on it's back.  I'd occasionally move the shaft a little. 
After a couple of days the PTO worked great, and still does.
