Sounds to me like the Red Cross requiring everyone to join them to work in a shelter.
March of Dimes ask a group I wad with for both during the last event we helped with.
Local law enforcement asked for them for a safety patrol on halloween.
All for CYA on their part. Does not really do anything for CYA on your part, and can void
your insurance for the event.
