[Ares-races] Served agency / liability issues

All:

I have been approached by one of our served agencies -- they told me that any 
volunteers who will be driving personally-owned vehicles or vehicles 
rented/owned by the served agency, anywhere along a 2-day bike ride's course, 
will have to have photocopies of driver licenses and proof-of-insurance on file 
with the served agency.

I have an opinion as to why this is.  I am NOT looking for legal advice, 
however.  Not interested in the Volunteer Protection Act or anything else -- and 
certainly, laws very by state.

All I want to know (for now) is, has anyone on the list ever received a request 
like this from any served agency?  This is about the 25th year for the event in 
question, and this is the 1st time this has come up.
