What part of "an amateur station" did you overlook in 97.403
Contrary to popular ham myth (and occasional editing errors in some
League publications), the FCC has repeatedly made it clear that Parts
97.403 and 97.405 both refer to emergency operation within the amateur
radio service -- a service which does not include frequencies allocated
to other services. A Novice Class Operator can operate in an exclusive
Extra Class segment in a genuine emergency; but nothing in 97.### gives
any amateur radio operator any privileges one Hz outside the ham bands.
