http://www.fema.gov/rrr/conplan/conpln4b.shtm is OLD but not replaced,
just yet.  However, it is obvious that ICS is an integral part of the
expectations from the Consequence Management side of a terrorist event.

However, this is not a FEMA thing (even though the Fire Academy is part
of FEMA and firefighters use ICS more than anyone).

Currently the Federal Response Plan is being re-written to include the
mandate to use ICS.
