[Ares-races] GMRS licensee on AR freqs?

Hello,
I am heading up a Amateur Radio public service event (Special Olympics State
Summer Games in WI) this weekend. Last night at the all volunteers meeting (IOW
not just HAMs there) I saw a guy with a VX5 sitting on the table and approached
him after the presentation, introducing myself as a ham operator. He said he was
with REACT and a GMRS licensee. He is volunteering (and has in past years in
this specific event) in a non-ham roll. However he told me that GMRS licensees
can use ham freq's for special events like this. I told him I would check, but I
have never heard of such a rule. Just running this by the general ARES/RACES
assembly here to see if anyone knows anything regarding this. I really cannot
imagine such a FCC rule.
