In the Santa Barbara section in California, the ARES groups are usually
affiliated with another organization (with 501c status) that holds title to
such stuff.  Here in Ventura County, a repeater Association and a amateur
radio club is what we use.  In Santa Barbara county the local clubs are also
used.  In our third county, San Luis Obispo, they created an organization
specifically to support emergency communications (and they probably have the
