[ARC5] Mystery Component Color Codes

The RMA Code in the Manual specifically says it is for "Tubular Ceramic Dielectric Capacitors."  The 'Tip" is said to be the first digit and the closest mark to an end is the Red, which is the temperature coefficient, the first stripe is Green, which is a digit of 5, the second digit is Black, which is 0.  The third stripe is Orange, digit is 1000 multiplier.  The fourth digit is Tolerance, which is Orange, which is 3%.
