That seems a valid way of defining the *usual* application of a mixer (e.g, in receiver converter stages or SSB TX converters) but I should think that a mixer circuit  is a mixer circuit independent of the sources of the inputs.  It seems certain that a mixer could be fed with two variable frequency inputs (the utility of doing so may be questioned).  If we pulled our Tom Terrific Thinking Caps down really hard, we MIGHT even consider that a receiver converter stage is a mixer fed by variable inputs from the antenna (maybe via an RF amp stage) and by a *step-wise* variable local oscillator.
now that I think of it.... isn't one of the old LMO style frequency meters essentially a mixer with an antenna input and a calibrated continuously variable local oscillator??
