[ARC5] Unusual Local Tuning Adapter on R-30A ARC ADF Receiver

Do you mean the R-130 receiver itself or the modified tuning spline screwed into the tuning connection?  I have an R-30. I bought it years ago on ebay and sold the tuning crank handle from it for more than what I paid for the whole thing.
