Hi,
They call it a paid "membership". Anybody can look up others in the
callsign database. We are required to sign up for more detailed
information about those call signs. That is still free. If you want to
post your ads (strictly non commercial) you are required to pay. Without
paying you can peruse the ads and contact the owners of the stuff for sale.
There are other services that may be free and maybe some that require a
paid account. I used the free membership for several years and found
enough value in it to spend the modest amount the managers asked for. YMMV
