[ARC5] SCR-183 Transmitter

Dave: I'd like to see you write it up also. I ended up with some SCR-183 
as well as ARC-3 stuff in a pile of surplus that I bought a few weeks 
ago. Although I'm not keeping the -183 or ARC-3 stuff, I like learning 
about it and will be including your write-up with the gear when it leaves.

I bought the pile of stuff, including some consumer junk, so I could get 
the MG-149F motor generator, some FT-230 parts and a BC-442 that were in 
the photos. Also got some Piper L-4 wing parts that were a bonus!
