Note that in civilian aviation in the 1940s-1950s, the standard radio
used in small single engine airplanes (and maybe some bigger ones)
consisted of a transmitter fixed frequency on 3023.5 KHz, and a tunable
receiver that covered the AM broadcast band and the 200-400 KHz navaids
band.  Flight Service Stations monitored 3023.5 and transmitted on
one or more of the navaids (such as the four-arm Adcock ranges).
So apparently it was of practical use for several years there.
