[ARC5] More speculation on MF Command transmitters

The MF frequency Command Sets transmitters -
1. So these were maybe intended for fighter and observation aircraft, one or two seaters, with 
no liaison transmitter?  Because if the aircraft DID have a liaison transmitter, why would they
include a lower power MF transmitter ? 

2. The designers should have known that the radiated power on these frequencies would be 
miniscule, at least when using the fixed ( non trailing ) antenna. Which was what the Command
Sets used. So when it dawned on them that these transmitters were of no practical use, no more
were built, and the stocks of them just stored until surplus disposal ? 

Is this kind of the state of the art of our speculation?
