Dave, I've not seen live ANY M.F. Command transmitter, so I can't weigh in on unissued vs. used.
But it seems to me you are on maybe a likely track here.
As you point out, "wouldn't be the first time". 

I can think of the TRC-10, which I believe never made it into use. Or the minimally used DAG DF 
receiver. Great ideas, maybe, that didn't work out that well, or timed out.
