Something just occured to me-

Has anyone ever seen an AN/ARC-5 MF transmitter or TN6 with signs that 
it had ever been installed and used?    I never have; all which have 
remained un-hacked look NOS.

Is it possible the sets were produced with the DF role in mind, but 
proved as I said to be ineffective, so they weren't widely deployed?  
Wouldn't be the first contract let for a minimum order of a system that 
didn't "fill the bill."  Such "pork" is not uncommon.

What do you think, Mike?  Possible?
