You’re talking about a rubber GP invasion pack that could carry it or other equipment, like a BD-71 switchboard. If you look in the TM for  radio set SCR-284,  there is no pack listed in the list of components to carry the the BC-654. The rubber pack was not a standard issue item for the SCR-284.
