[ARC5] [OT] 12-24 volt vehicle voltage converters

Not ARC-5 (but it could power one in a 12 Vehicle!)  The converter is the
EMCU-116.  18 Amps.  Brooke has a writeup on it.   Fair Radio carried them
briefly and I am kicking myself for not grabbing one at the time...
