Western Electric, which of course was MUCH bigger than Aircraft Radio 
Corporation, often, in the 1930s, bid against A.R.C. for Navy contracts. 
After all, it was the Depression and W.E. needed all the work it could 
get. But Arnold and other Air Corps and Navy  types flew up to Boonton 
frequently and schmoozed with the A.R.C. people. At one point the Air 
Corps got a lower W.E. bid on one contract thrown out as "not 
responsible," if you can imagine. The way things went back then. This 
W.E. bid apparently slipped through the Good Old Boy network.

     It was the Air Corps that led the way in developing the Command 
Sets, even though it was the Navy that bought the key prototypes.
