No - this is the SCR-203, from around 1935. 
I have the saddle carrier. I had the receiver, but foolishly sold the receiver for a pittance, thinking I would never find the transmitter. Then a transmitter came up on Ebay. I have the manual still and the saddle. Thinking maybe someday, the unknown forces will come together and I may still complete the set, but more likely now, not. 

Robin Bartel, a vehicle collector in Oregon, has the whole set, receiver, transmitter, and control unit between them.
