You're right, Tom.  I too was concerned about that issue in restoring a 
T-17/ARC-5.  I show one way to do it at 
https://aafradio.org/garajmahal/T-17-ARC-5_restoration.html - there are 
probably other methods.

Looks like a wirewound resistor was paralleled by a 1 watt 270 ohm 
carbon resistor in the photograph.  I guess Pete will let us know shortly.
