Well, Mark, I think I got rid of all my LF capable transmitters. The last was the ATD. But I am an apartment dweller, so basically, 
LF, even HF is out.
But - this got me thinking. My brother,  in Woodinville WA, has 2.5+ acres and a lot of tall trees, and a deep well. And I have a 
shed there, and AC power. I don't think anyone official would give a poop if another NDB came on the air. I wonder if "WV" is
taken ?
