[ARC5] Silver dial?

If it was just a spray paint job, why no paint on some of the face screws, the cursor for the dial (both upper & lower extensions), the dial retention nut or the little cone dealies that engaged the mounting plate?  Also, it looks like white aluminum corrosion on the surface, would that be visible if there was a coat of paint?
Another oddity (to me) isn't there something unusual about the tuning shaft collar & stem?  That's not what I'm used to seeing.

 Yes!  I got the impression that the whole front panel as well as thedial had been hit with a can of aluminum spray paint.  Mike, W6MAB
