My theory is that she used the world flight as a subterfuge for setting a
new record. She was primarily a record setter.
The flight from Lae to Howland Island was 2,550 miles. The plane carried
enough fuel for 26.5 hours. If she could do that leg in just over 25.5
hours, she would set a record of 2,550 miles over continuous ocean at under
100 mph average speed.
It's likely that Noonan did a fine job of navigation and Earhart spotted
Howland Island and the Itasca before the Itasca saw her. Earhart now needed
to circle the island just over the horizon while pretending to have radio
problems so as to stall for time until the 25.5 hours elapsed. She would
then pretend to find the island and land. Unfortunately, she misjudged her
fuel level and ran out of fuel.
Noonan may not have been a party to this plan. He was locked out of the
cockpit, ostensibly so that Earhart could take the credit for piloting the
plane without assistance. If Earhart was rescued and he went down with the
plane, Earhart could have been charged with kidnapping, although US
jurisdiction at that location was dubious.
