Back in the early 90's the FAA was thinking about using a combined GPS/GLONAS system for air navigation. The CIA told them not to rely on the Russians.

At Cape Canaveral AFS they installed a GPS augmentation signal on the NDB, operating at around 400 KHZ. It sure caused a lot of digital trash in your AM car radio when you drove by it; I don't think it is running any more.

The idiots that came up with Lightsquared are still at it. After realizing that their satellite based cellphone system would attract few users because of it much lower data rate than terrestrial systems, they proposed to use their satellite frequencies, near GPS, for cell tower use. That would have wiped out GPS in populated areas as well as permanently destroyed FCC's credibility - but there were some big politicians who had invested in the system.
