The Air/Ground VHF spectrum in Europe IS VERY CROWDED. USA has many counties larger in area than some European countries! The practical range of aircraft VHF radios at higher flight altitudes can be over 200 miles (~ 320 km)! The amount of aircraft being served by major airports London-Heathrow, Paris-Orly, Flughaven Frankfort is huge and many airports are definitely within radio range of many others!
US military air uses a lot of 225-400 MHz frequencies and maybe the same is true for military of other countries. That is a band that is 175 MHz WIDE. The VHF air band runs from 118 to around 138 MHz (in some countries). Governments will spend taxpayer's money to equip the military aircraft as they see fit, but commercial air companies and private owners don't have such a luxury!

Could be that they have other uses planned for the spectrum. In the US 108 to 118 MHZ is reserved for VOR. GPS is supposed to replace all of the VORs, and presumably at least some of those frequencies will become available for communications.

I don’t understand the need for the 8.33 kHz spacing, since the spectrum is not very crowded. Why such need? Anybody knows?
