Why did you immediately start moving the IF adjustments? 
There isn't enough info in your post to help you.If it was converted to 12V , the first thing i'd check is that it was done correctly.verify the that all the tubes have 12v on the heaters and work out form there.If you have background noise, It sound like maybe 1 or 2 IFs are (were) working , the detector and AF section.Maybe there is something going on with the RF amp, converter, or first IF?
If you have a signal generator, you can remove the 12k8 cap and inject a modulated IF frequency there. If you get output, ( if the IFs are still reasonably near their center, you should hear the tone. This will verify that the IF's, det, and AF are good.  If you do get a tone, consult the manual and do a "proper" alignment.
All that would be left is the oscillator and RF amp. 

Adjusting things without the proper alignment procedures and equipment will only compound your problems!

I am getting pretty much nothing on the headphones. I can adjust the trimmers on the IF cans and get a higher background noise.
