[ARC5] NIST FY 2019 Budget Would Eliminate WWV and WWVH

I use WWV to keep the internal clock on an old HP 5381 counter on the mark. And their broadcasts on several different frequencies makes s good propagation indicator. Not to mention setting non-atomic clocks. I've already started composing a letter for my senate and house reps.
