Hmmm...in my experience, that is somewhat strange.

Yes. I would do that. I use those tiny 400 VDC metalized film jobs. Also, you might wish to 
check the temperature compensating caps in your receiver. Sometimes those go bad. There 
should be at least one on the HFO tuning area, and another under the mixer tube at its 
socket.

Also, don't run it at 250 VDC. Lower is much better. As I mentioned, my tests show the 
optimum voltage to be about 170 or so.
